Advanced Learner Loans - Change

Total ALL spend over the period 2017/18 to 2018/19 decreased by just over £1 million or -13%.

Decreases in spend were evident in relation to both Level 3 provision (-8%) and Level 4+ provision (-22%).

Geographical patterns of change in spend over this period were not even, with a decrease of -40% in Coventry and Warwickshire LEP, -10% in relation to Birmingham and Solihull LEP and -8% in the Black Country LEP.

While an increase in spend was recorded for those unemployed (+8%), significant decreases were evident in spend on those not in work but not available for work (-35%) and -11% in relation to those in paid employment.

18/19 Advanced learner loans change analysis by Gender / Ethnicity

There was a small decrease in the number of ALL learners of -66 (-2%).

There was a marginal increase in male ALL learners (+1%), but a decrease in female learners (-4%), while those recorded as having a disability increased by +22%. There were increases in numbers of learners recorded as Mixed/Multiple ethnicity, but decreases in all other ethnic groups.  

18/19 Advanced learner loans change analysis by Priority Sector

Decreases in numbers of learners were evident in relation to the priority sectors of Digital and Creative and Construction, but an increase in Engineering and Advanced Manufacturing ALL learners.
